GENERAL CONSIDERATIONS

  • Hard Enduro Arsenal is a round within the Romanian National Hard Enduro Championship for the year 2026.
  • Hard Enduro Arsenal is an OPEN-type competition, open to both Romanian competitors and those of other nationalities.
  • Hard Enduro Arsenal is a competition included in the official calendar of the Romanian Motorcycling Federation.

All participants and all persons involved in any way in the organization and running of the Hard Enduro Arsenal competition are required to know and respect the provisions of this regulation. The organizer may refuse registration in the competition or may eliminate during the competition any competitor who:

  • does not comply with this regulation;
  • has an aggressive and/or unsportsmanlike attitude;
  • disrupts the proper running of the competition;
  • creates an unpleasant and/or tense atmosphere.

Ignorance of this regulation does not exempt anyone from liability or possible consequences. In case of elimination from the competition, the registration fee will not be refunded. In case of absence from the competition, the registration fee will not be refunded. In case of any kind of abandonment, the registration fee will not be refunded.

All events related to the organization and running of the competition (registrations, technical meetings, posting of results, submission and resolution of protests, awards ceremony, etc.) will take place at the competition secretariat. In the secretariat area, the organizer will arrange an information board where, throughout the event, information and updates related to the competition, daily rankings, the competition schedule, and any changes will be posted. The organizer is obliged to post all necessary information in due time.

MOTO PARK AND SERVICE AREA

The competition organizer will arrange a delimited and guarded moto park where competitors will leave their motorcycles. The organizer will also delimit a service area. All interventions on motorcycles must be performed only in this area.

Moto park rules:

  • leaving the motorcycle in the moto park is mandatory;
  • the competitor must place the motorcycle in the moto park no later than one hour after registration and/or after completing the race;
  • the competitor may remove the motorcycle from the moto park one hour before heading to the start;
  • entry and/or exit of the motorcycle to/from the park is carried out only by the competitor and only with a ticket/card provided by the organizer upon registration;
  • throughout the competition, competitors are not allowed to enter the moto park without the ticket/card provided at registration;
  • smoking is strictly prohibited within the moto park perimeter;
  • no maintenance and/or repair work of any kind is allowed within the moto park perimeter;
  • competitors are forbidden from moving or displacing another competitor’s motorcycle;
  • if access to one’s own motorcycle is blocked by other motorcycles, the presence of the park director or the competitor(s) involved must be requested;
  • each motorcycle must have its own independent support system;
  • entry/exit of motorcycles into/from the moto park must be done only with the engine switched off;
  • entry/exit of motorcycles into/from the moto park in any other manner than described above is allowed only with the approval of the park director and only for justified reasons.

Service area rules:

  • any intervention/repair on the motorcycle must be performed only in this area and only on top of an impermeable tarp of minimum 200x100 cm;
  • in the service area the organizer will provide a container for collecting liquids (oil, brake fluid, clutch fluid, antifreeze, etc.). Dumping these liquids in random places or anywhere other than the designated container is strictly prohibited;
  • test riding within the service area is strictly prohibited. Failure to comply with the moto park and/or service area rules may result in exclusion from the competition.

COMPETITORS

The Hard Enduro Arsenal competition is open to all persons who, at the time of registration, have paid the participation fee and present the following documents:

  • Romanian competitors must have a valid hard-enduro license issued by FRM (Romanian Motorcycling Federation);
  • Romanian competitors without any license may purchase a one-event FRM hard-enduro license at the Competition Secretariat. The price for this license is 15 EUR per competitor. If Romanian competitors want the license only for this race but also want to score points in the Romanian National Hard-Enduro Championship, the price is 25 EUR per competitor;
  • Foreign competitors must have a valid international enduro license issued by FIM/FIM-Europe (Fédération Internationale de Motocyclisme) or a valid national enduro license issued by their national motorcycling federation, both accompanied by a Start Permission issued by their national motorcycling federation (document called Rider Start Permission);
  • Foreign competitors without any license must have a release document issued by their national motorcycling federation (document called Rider Release) in order to purchase from the Competition Secretariat the FRM hard-enduro license valid only for the Hard Enduro Arsenal competition. Price: 15 EUR per competitor. If foreign competitors want the license only for this event but also want to score points in the Romanian National Hard-Enduro Championship, the price is 25 EUR per competitor;
  • The documents “Rider Start Permission” and “Rider Release” may be issued individually (for one rider) or as a group (for multiple riders) and can only be issued by the national motorcycling federation of each competitor’s home country. These documents must be written in English, otherwise they will not be officially recognized.
  • Accident insurance for motorcycle competitions. It can be purchased at the Competition Secretariat, valid only for Hard Enduro Arsenal. Prices per competitor are as follows: — Romanian competitor without any license: 22.5 EUR — foreign competitor without any license but with release issued by national federation: 14 EUR (includes repatriation coverage) — foreign competitor with a valid national enduro license and start permission: 25 EUR (includes repatriation coverage);
  • Valid medical certificate issued by sports medicine. It can be obtained at the Competition Secretariat; the price is 15 EUR per competitor, valid only for Hard Enduro Arsenal. Foreign competitors with a valid national enduro license must also present the valid corresponding medical clearance; otherwise, they must pay 15 EUR for the medical clearance issued on-site. Competitors over 50 must also have cardiology approval on the medical certificate. Attention, cardiology approval CANNOT be issued at the competition secretariat;
  • Identity document;
  • Registration form (for those who did not use the online Registration Form). It can be obtained at the Competition Secretariat;
  • Liability waiver form. Will be completed at the Competition Secretariat;
  • Competitors who have not yet turned 18 by the first day of the competition (Wednesday, April 22, 2026) cannot be registered without a notarized participation consent signed by both parents in original. This CANNOT be issued at the Competition Secretariat. Minimum age of participation is 14 years.

PARTICIPATION FEE AND PAYMENT METHODS

Starting on April 22, 2026 at 00:00 local time, online registration will close. After this date, registration and payment can be made only in cash at the Competition Secretariat. The individual participation fee is as follows: 400€. The payment document must include the name(s) of the competitor(s) for whom the participation fee is being paid. The payment date is considered the date shown on the document proving the transaction.

CATEGORIES OF PARTICIPATION

The Hard Enduro Arsenal competition takes place in three difficulty classes:

  • Class A PRO – for experienced riders, in very good physical condition, skilled in hard-enduro techniques.
  • Class B EXPERT / VETERANS – medium-level hard-enduro (not recommended for beginners).
  • Class C HOBBY / GIRLS – beginner-level hard-enduro (requires good physical condition).

RACE NUMBERS

Race numbers are assigned by the organizer in chronological order of registration. Race numbers cannot be changed during the competition. It is forbidden to appear at the start of each day without the race number stickers provided by the organizer on the motorcycle. Competitors are forbidden to create their own race numbers. In case of number deterioration, the competitor must request another copy from the organizer (competition secretary). The colors of the race numbers are:

  • Class A – yellow background, black digits
  • Class B – white background, black digits
  • Class C – red background, black digits
  • Veterans (B class) – blue background, black digits
  • Girls (C class) – pink background, black digits
  • Class A number range: 1–99
  • Class B number range: 101–299
  • Class C number range: 301–499
  • Veterans number range: 500–599
  • Girls number range: 600–699

MOTORCYCLES

Any enduro, motocross, or trial motorcycles, two-stroke or four-stroke, single or twin-cylinder, that pass technical inspection are allowed to start. The technical inspection will be performed by a technical committee made up of race officials before completing registration procedures.

TECHNICAL PROVISIONS

The organizer will not accept motorcycles with MAJOR technical defects or any other modifications that could endanger the safety of competitors, officials, spectators, or third parties. Motorcycles with oil and/or fuel leaks or damaged silencers will not be accepted. Motorcycles without enduro, cross, or trial tires are not accepted. Any repair, component replacement, or intervention on the motorcycle is allowed only in the designated service area. During technical inspection, competitors must present the motorcycle and the protective helmet. Throughout the competition, competitors must wear proper protective gear: helmet, boots, body armor, upper and lower limb protection.

START PROCEDURES
General considerations for all race days:

  • Class A competitors start first, followed by class B, and finally class C competitors.
  • If a competitor does not show up at the start when their turn comes, they will start at the end of their class (A, B, or C) in ascending order of race numbers.
  • Competitors will move to the start area as a group, under organizer supervision.
  • Group formation takes place at the competition secretariat at the time announced by the organizer.

Day 1 (prologue)

Competitors will start individually in the order of race numbers, at intervals of 10, 20, or 30 seconds, determined by the organizer based on the number of competitors and communicated at the morning technical meeting.

Day 2

Competitors start according to the prologue rankings, fastest prologue time starting first. Starts are individual, at 10/20/30 second intervals as decided by the organizer.

Day 3

Competitors start according to day 2 rankings, fastest starting first. Individual starts, intervals decided by organizer.

Day 4

Competitors start according to day 3 rankings, fastest starting first. Individual starts, intervals decided by organizer.

RACE COURSE

The race course totals approximately 300 km of rough terrain split across the days:

  • Day 1 – prologue – approx. 50 km;
  • Day 2 – approx. 100 km;
  • Day 3 – approx. 90 km;
  • Day 4 – approx. 60 km.

COURSE MARKING

The course is marked with tape. Class B competitors race on one tape color, while Class A competitors race on two colors (Class B color for shared sections and a different color for A-only sections). A third tape color is used for marking wrong/closed/forbidden paths. Class C competitors will race on the common Class B route, with additional loops marked with tape and arrows. Separation and merging points will be marked with arrows or signaled by marshals. Tape colors will be announced at the technical meeting. GPS is not necessary. The organizer will provide the GPS track upon request. Attention: the GPS track will be deleted from the competitor’s device at the end of each race day.
Checkpoints (CP) will be marked as CP no. X and consist of a 10 m tape corridor. Fuel points will also be clearly marked. Start and finish will be properly marked.

MARSHALLING AND SIGNALS

All officials, marshals, and course commissioners will wear distinctive signs communicated at the technical meetings to be easily recognized. Competitors must stop at checkpoints to ensure their passage is recorded. Departure from checkpoints must be done slowly until exiting the marked corridor. On the course, in the secretariat area, and in the moto park/service area, competitors must strictly follow officials’ instructions.

ENVIRONMENTAL PROTECTION

The course is near a protected area. Therefore:

  • as a general rule, motorcycles must remain in the moto park. After completing registration and receiving race numbers, the motorcycle must be placed in the moto park within one hour. Removal is allowed only one hour before the race. After finishing the race, the motorcycle must be returned to the moto park within one hour;
  • repairs must be done only in the service area, on protective tarps;
  • any liquids resulting from repairs must be disposed of only in the special containers provided by the organizer;
  • waste must be thrown only in the containers placed by the organizer near the secretariat, moto park, and adjacent areas;
  • leaving the marked course is strictly prohibited;
  • throwing any kind of waste in the environment or on/near the course is strictly prohibited;
  • if the motorcycle falls during the race, the competitor must immediately cut off the fuel supply to prevent leaks.

SAFETY MEASURES

All competitors must take all safety measures to prevent injury to themselves, other competitors, officials, spectators, third parties, animals, other vehicles, and private/public property. When approaching a slower competitor, the faster rider must clearly signal their presence before overtaking. The slower rider is not obligated to notice or facilitate passing.
If a competitor notices an injured rider, they must ensure the injured person is safe, then immediately notify the Race Director or the nearest official. If impossible, they must report the incident at the first checkpoint. Time spent assisting an injured competitor will be deducted from the day’s race time, based on the Race Director’s decision and witness confirmation.
In case of mechanical failure, the motorcycle must be moved off the course. Competitors must NOT leave the course for repairs or any other reason. Exiting is permitted only at checkpoints, following official instructions. Riding the course in reverse direction is strictly forbidden!
Where A, B, and C courses merge, Class B and C competitors must give priority to Class A riders.

DISCIPLINARY CODE AND MARSHALLING

Sanctions are:

  • warning;
  • time penalty;
  • disqualification for that race day;
  • removal from the competition.

Sanctions are decided by the Race Director, upon officials’ proposal, after consulting the competitor and any witnesses. Decisions may be appealed before the competition jury. Participation fee is not refunded in case of elimination.

PROTESTS

Protests must be submitted in writing at the competition secretariat within 30 minutes of posting provisional results. A fee of 30 EUR (equivalent in RON) must be paid and is refundable only if the protest is accepted.

RANKING

As a general rule, Hard Enduro Arsenal follows the “fastest time wins” system.
Overall time = day 1 (prologue) + day 2 + day 3 + day 4 + penalties.
The competitor who correctly completes the entire course (days 1–4), passing all checkpoints (or missing no more than the allowed maximum) in the shortest time is the winner. A winner is designated for each class (A, B, C).
In case of events outside the organizer’s control (e.g., weather), rankings will be based on the last timed checkpoint through which at least 30% of competitors passed.

TIME PENALTIES AND DISQUALIFICATIONS

Day 1 – Prologue

  • Competitors who do not participate in the prologue will automatically receive the slowest prologue time plus a 15-minute penalty. They will also start last on day 2 in order of prologue times and race numbers.
  • Competitors who start the prologue but do not finish will receive the slowest prologue time plus a 5-minute penalty. They will also start last on day 2 in order of prologue times and race numbers.

Days 2, 3, 4

A checkpoint miss includes:

  • failing to appear at a checkpoint;
  • arriving at a checkpoint from a direction other than the correct race course or from another class’ course;
  • departing a checkpoint in a direction other than the correct race course or onto another class’ course.

Missing a checkpoint = 60-minute time penalty. Exceptional penalties may be applied for missing specific course sections.

A competitor may be disqualified if:

  • present on the course before the competition begins;
  • refueling with the engine running;
  • smoking in the refueling area;
  • failing to stop at a checkpoint when instructed by an official. A competitor disqualified on one day may start the next day after all riders in their class, in order of race numbers.

PARTICIPANTS’ RESPONSIBILITY

Competitors must apply all promotional materials provided by the organizer to their motorcycles.
The race takes place entirely off public roads.
On public road sections between Moto Park and Start/Finish or liaison sections, competitors must respect the national traffic regulations. They are solely responsible for their actions on public roads.
Competitors are advised not to leave equipment or personal belongings unattended; the organizer assumes no responsibility. Only motorcycles in the moto park are guarded.
Each competitor participates at their own risk. Civil and criminal liability for any damage lies solely with the competitor.
